The Sermaye Piyasası Kurulu is Türkiye's Capital Markets Board, the authority that licenses intermediaries and supervises leveraged foreign-exchange business under the Capital Markets Law. Only an SPK-licensed intermediary may offer leveraged FX to residents, and the list of those firms is published on the Board's own site rather than asserted by the broker.
The domestic regime is deliberately restrictive, and the restrictions are the point. Retail leverage on foreign exchange is capped at 10:1, and a minimum opening deposit set in lira must be funded before the account may trade at all. Firms without a licence are not permitted to approach Turkish residents; the SPK refers those sites for blocking rather than supervising them. A resident who trades through an offshore entity therefore has no SPK recourse, no claim on the domestic investor compensation centre, and no local route to enforce a judgment.
